I announced the meeting as one hour,
and I'm afraid that's all I can make it for this time.  Hopefully
we can come up with some topics that can be explored fruitfully by email.

I certainly have no problem with such
people joining the call.  However, given OASIS rules, I agree with
Rob that we should only do this for people who are in the process of joining,
or for people who are invited for a special purpose for one or two meetings.
 In other words, I'm very mellow about stretching the rules, but I
think someone who's going to be a regular should probably join eventually.
