Finally, an updated charter & home page!

Greetings,

After much wrangling, we finally have an updated home page (see 
http://www.oasis-open.org/committees/tc_home.php?wg_abbrev=office-accessibility).  
I've updated it to include Dave Pawson's suggested text (with a few 
"American English" fixes :-), and also the updated charter & 
deliverables that we'd worked out quite some time ago.

Further, Rich and I have now been appropriated "blessed" as co-chairs, 
and can updated this page at will.  So... if there are further changes 
to this text, please speak up!
