No, it doesn't. The "empty" elements contain a #N/A string in OOo,
numeric value 0 in Gnumeric, I'll check later what they are in Excel.

We already defined in "4.7 Array" "that applications that claim to
support arrays support arrays with one or more columns, each with one or
more rows, where exactly the same number of columns are contained in
each row."

Should we explicitly state that arrays are always regularly shaped?
