use case/requirements on wiki

FYI, I moved the doc to the wiki:

OpenDocumet_Metadata_Use_Cases_and_Requirements>

I thought about including this "background" section, but decided  
against it:

<http://wiki.oasis-open.org/office/metadata_requirements>

Seems unnecessary, and people can always refer to it separately.
