No. The language should be such that both are accommodated.

So I'd like precise language that works for my two answers above.

Given my answer above, this is in the realm of "premature 
standardization not good."

If implementors come up with conventions they feel would be of broader 
use, then they should bring them to the TC or SC. But we certainly 
shouldn't be standardizing any of this, in the same way we are not 
specifying a whole host of more crucial stuff: how you represent 
contacts (say vCard), licenses (Creative Commons), general document 
properties (DC) and so forth.

Mind you, we should have some more informal way to do that, but it does 
not belong in the proposal or the spec. We could, for example, include 
something on this in the examples document.
