Metadata for foreign elements?

Greetings!

A new issue occurred to me yesterday while thinking about foreign elements.

Currently ODF allows arbitrary foreign elements in non-ODF namespaces as 
well as arbitrary metadata for those foreign elements.

Shouldn't we say something about arbitrary foreign elements being able 
to use the manifest mechanism and in content attributes (without the 
limitations we have imposed on ODF elements)?

None of that should limit the current ability of ODF document instances 
to support arbitrary foreign elements / metadata but I am thinking it 
would be useful to extend the ability (not required) to use the new ODF 
mechanisms to those foreign elements.
