Rejecting the content is done at a later stage. The form:validation
really controls whether invalid content is allowed at the time of
typing. For instance, in a numerical input field, you wouldn't allow
letters (except "e") during any phase of the input.
Whether a control with "validation=false" has additional means of
validation is another topic. For instance, in OOo, even if
"validation=false", invalid input in the control is corrected/rejected
as soon as the focus is moved away from the control.
