Is the intent of the attribute to enable (in a manner of speaking) the application of graphic styles to the text? Or does it also enable the rendered of text along or between lines specified by draw:enhanced-path?

If it is the first, then I would say: 

The draw:text-path-allowed attributes specifies if graphic styles can be applied to text rendered along or between lines specified by a draw:enhanced-path attribute.

The defined values for the draw:text-path-allowed attribute are:

false: graphic styles cannot be used.

true: graphic styles can be used.

The draw:text-path-allowed attributes specifies if text rendered along or between lines specified by a draw:enhanced-path attribute and whether graphic styles can be applied to that text.
