Currently, nobody can read that expression safely: Without knowing what formula syntax/semantics to use, how can you read the formula at all? If the table:expression reads PI() no implementation can know what this is supposed to mean. (I suspect that at some time the idea might have been to insert the literal string into a formula that uses this named expression and then the namespace of that formula would apply, but since we have to evaluate this subexpression relative to teh base cell address this does not make sense anymore.) 

As a side note: we should _not_ be concerned with readers that implement a non-approved draft specification that is a work-in-progress. Just because something has been temporarily written in the draft does not mean it has to stay that way.
