Yes, interpretation for ODF 1.1 readers is ambiguous anyways if without namespace prefix. But, the specific ambiguity mentioned above is only given if the formula expression started with a named expression or range whose name equals the namespace prefix and the range operator followed. Though not impossible, I consider that not very likely, I doubt it would justify the IMHO substantial change of requiring a namespace always. Thinking further, requiring a namespace the expression could also not be read by readers that implemented the current ODF 1.2 draft.
