I do not know what Alex Brown meant by: "why "in the file format" ? - please fix the grammar." The usage of word "must" has been already fixed in ODF 1.2 CD03. I am not sure about how to express _exactly_ that the variable shall be declared at the beginning of a document. My first thought for it is something like: "The variable declarations - <text:variable-decls>, <text:user-field-decls> and <text:sequence-decls> - shall be the first child elements in its parent elements." But somehow I am not satisfied by this text.
