Alex Brown's request to "fix the grammar" probaly refers to the fact that we likely should have:
"In an OpenDocument file, a variable shall be declared at the beginning of a document." or
"In a file in OpenDocument format, a variable(...)"

It is unlikely that such a variable will in fact be defined inside the file format, more likely the variable is going to be defined in a file.
