Well, I do happen to have a copy of the Chicago Manual of Style handy but it isn't very helpful on this issue. For single volume works it refers to "chapters and other titled parts."
As close as it comes to a definition is in 1.65 where it reads: "Most nonfiction works are divided into numbered chapters, which should be approximately the same length. At least in scholarly works, chapter titles should be similar in length and tone. Short titles are generally preferred to long ones and descriptive titles to whimsical ones, which can cloy or mislead. (These guidelines are not intended to stifle humor, satire, and so forth.)"
So, anything with number, title and similar in length to other things with numbers and titles is a chapter? ;-)
I think it best we leave this one until we have a slow TC call and need something to talk about.
