Sorry, just getting to your question.

Let me restate the question:

For the value "fix" are we assuming the content of the cell is markup? fo:text-align sets alignment of paragraph elements (see 19.214.1)

For the value of "value-type" is that the only case where the statement about value-type = string would be possible? 

Or, does "fix" include strings when we say "text alignment?"

Part of what may be confusing me is the use of "text alignment." If we mean "content alignment" without regard to it being a string, we should say so.
