Actually, the text:global attribute specifies a UI feature. If its value is "false", then the UI of linked sections is the same as for not linked sections, except that there is an option to update the section content from the linked documents (which may, but need not to be ODF documents).

If the value of the attribute is true, then linked sections by the UI are considered to be parts of a document that are editable by editing the linked documents. Which means, the content of linked sections is displayed read-only, but there is an option to edit it. If that is triggered, the linked document is opened and may be edited. If the linked document is closed again, the section in the original document is updated.

However, describing this is "part-of" semantics may be a little bit confusing.

Further, since we have a MIME-type for master documents, the attribute is not required at all. My suggestion therefore is to deprecate the attribute, and to adapt the description of 18.810 text:global as follows:

The text:global attribute specifies whether the user interface of an editing application should consider the documents to which linked text section are linked as individually editable parts of the document.

The defined values for the text:global attribute are:
false: the user interface need not make a distinction between linked text sections and non-linked text sections
true: the user interface considers the content of linked text sections as parts of the document which may be edited by editing the documents to which the linked text sections are linked.

The text:global attribute is deprecated in favor of the application/vnd.oasis.opendocument.text-master MIME type. Using this MIME type for a document has the same effect as the value "true" for a  "text:global" attribute. 

The default value for this attribute is false.
