In my opinion, the full namespace prefix question belongs in part 1, and only in part 1. Part 2 should only define expressions. How they are referenced or declared to be of type "OpenFormula" is an issue of the hosting language, that is part 1.

Actually, with the resolution of OFFICE-2034 we have everything we need regarding the namespace handling in part 1. Section 1.3 Namespace and 5.1 Namespace selection may (or should?) be removed from the formula specification. The same applies with the references to "namespace selection" in 2.1.1 small group and 3.6 Basic Limits.

The other question is regarding the preceding "= ForceRecalc?". In my opinion, this is also matter of the hosting language (and therefore of part 1) rather than of part 2.
