I believe that they should just be notes.  Part of this is an artifact of how the UI used to work in spreadsheets.  You had to use UI gestures to set the database range, criteria range and later the extract range prior to using the Database functions or a number of related features.  In more modern spreadsheets you can include any range and not have to define a name for it, but there are still advantages to doing so.
