I think we also need something about the Error values that a HOST might deliver to the evaluator and what they might signify (e.g., problems with a reference, an error value that is the value of a cell itself, a value that represents an inability to deliver the type of value that an evaluator requess (however that is negotiated), etc.

I assume that an evaluator is expected to implementation-define those error values that can be specified as literals in its formulas (and whatever it substitutes for one it doesn't recognize).

There might need to be some implementation-defined characterization of the error values that an evaluator can deliver as the result of an evaluation as well.

This is maybe a different issue?  A related but mostly-different issue?
