Perhaps it is more appropriate to say that
"When the specified Unicode character is not available in the character repertoire of the font being used, the result provided by an OpenDocument Consumer is implementation-dependent" ?
On the other hand, it seems to me that there is no governing font - a consumer gets to provide the character using a font that has it. Then it is a matter of what it does when it doesn't have a the character in the character repertoire of any font that it has available.
And finally, I notice that the table lists "Typical Bullet Characters" and there is no limitation in the schema but that the attribute value be a character, defined to be a string of length 1.
This leads me to wonder what it means to say "Defined bullet characters are ..." at all.
