I don't understand. Under ISO JTC1 language, the groupings are (shall, shall not), (should, should not), (may, need not). There is also (can, cannot) but I don't think either of those applies here.
I think it is "the name of a control need not be unique" with addition of suitable context. Do we mean within the same form? Is it the case that the name is merely descriptive and not used to identify the specific control within the document structure?
