This comment concerns the predefined MIME type application/vnd.oasis.opendocument.text-web and the typiical file extension, .oth, for a "text document used as template for HTML documents."

Concerning this entry in the Appendix, I wish to add that

1. There is no such document in the enumeration of OpenDocument Document provisions.

2. There is no other mention of this document type anywhere else in the ODF 1. 2 CD05 specification (nor in any earlier versions of ODF).

3. There is some hand-waving about elements that correspond to HTML elements and might be consumed from HTML sources or produced in HTML outputs.  There is no explanation of the use case for this and how they are to be interpreted in ODF 1.2 documents themselves.

4. Unfortunately, there are implementations that make use of .oth to provide an idiosyncratic approach to web authoring.  The usual template use case does not apply.

5. It would appear that the only way that this document qualifies as an OpenDocument Document is as an OpenDocument Extended Document.  Unfortunately, an OASIS-sourced MIME type is used for it but there is no OASIS-ratified definition for it.  It is also a bit disconcerting that the MIME-type registration simply refers to the ODF 1.0 specification where there is in fact no specification beyond listing the MIME type in an Appendix.

6. Instead of "fixing" this along the lines of this public comment, I suggest that the entry in the Appendix be removed and the MIME type registration be withdrawn until such time as a meaningful specification for such an OpenDocument document type is available and ratified in an OASIS Standard.
