1 Is there any reason why the use of a namespace prefix is not mandatory (shall instead of should)?  Are there any predefined ones that do not have a namespace binding?  The schema says nothing.  Why not change the datatype to prefixed name or whatever.

2. The suggested note is not helpful.  The namespace binding absolutely determines the local names and the semantics of those as names of events.  The definitions under one namespace are independent of those defined under a different namespace.  Note: This does not prevent the same event from being defined under more than one namespace, with the same or different local name.
