They are tied to the OpenOffice.org Writer/Web subsystem. Open OpenOffice.org (2.4 is the oldest I have that I can check this with). Select File | New | HTML Document. A Writer/Web window available for WSYWIG HTML editing will open up. If you then select File | Save As ... you will see that there are several interesting cases: Star Writer/Web 4.0/5.0 termplate (.vor), OpenOffice.org 1.0 HTML Template (.stw) and HTML Document Template (.oth). I can confirm by my own experimentation that *.oth files are not treated the same as other templates and I formed my own judgment about the usability of this as a way to manage web pages and have templates for them. As far as I am concerned, taking no action on this issue is completely inappropriate, as is grandfathering this into OpenDocument Format without any definition beyond reservation of a MIME type as if it is somehow part of the OpenDocument Format specification. I don't see how we can justify perpetuation of this after five years with no remedy in sight.
