We already have .ott and the ability in implementations to save as HTML.  So clearly this is not meant to be merely that.  

My own experimentation suggests that it is more involved than that and the ODF 1.0/IS 26300/ODF 1.1/ODF 1.2 do no more than say "reserved for future implementation-dependent use."   

I don't understand why this is present in an ODF specification when implementation-dependent use of a variant of ODF Text Document in an ODF Package is completely available using an implementation-established MIME type.  It would even be superior to this if someone made an implementation-defined MIME type that was supported by a definitions that provided a genuine opportunity for interoperable use.
