no, the text:tab element only specifies that the content following it should begin at the next tab stop.

the distance between the tab stops is specified by the style:tab-stop elements inside the style:tab-stops element
inside the style:style element of the paragraph style applied to the paragraph.

i don't know how to improve on the current "reserves space ... " formulation.
