i wasn't aware that i was making a proposal, but now i'm glad that you like it :)

the interaction with text:list-tab-stop-position is already documented in the description of that attribute
(19.832 text:list-tab-stop-position).

i've investigated a bit about the interaction with text:index-entry-tab-stop, which doesn't seem to be documented.
(i don't really know this stuff, and everybody here seems to be on vacation, so trying it out in OOo will have to suffice).

the entries in the index are generated by the ODF producer, they are not usually user-editable.
this means that the paragraphs that are contained in the body and the styles to apply to them are generated.
the text:index-entry-tab-stop is contained in a index entry template, and has the effect that a tab stop with the specified attributes will be generated for these paragraph styles.
