The statement
"When consuming OpenDocument v1.0 and v1.1 documents, OpenDocument consumers should process form:id attributes as they were xml:id attributes."
does not make any sense to me. In the context of OpenDocument v1.0 and v1.1 documents there is no xml:id. 

So if a consumer would see them as xml:id attributes it should warn the user that the document is malformed. If an ODF1.2 consumer also processes other file formats it should read them according to those file format specifications.

ODF1.2 should have nothing to say about how to read otehr formats such as ODF1.1 or ODF1.0.
