Um, the use of language about double quotation marks versus double-quote marks is not clear here.

I am assuming we are using double-quote (QUOTATION MARK, U+0022)  character to delimit the beginning and end of string literals, the same as in OpenFormula.  (I must correct my misunderstanding of that in my comment on a related issue.)     The double-quote must be doubled in order to express a single double-quote character within the string.  

Any escapiing because the attribute AttValue itself is surround with double-quote or single-quote characters is a separate matter.

I suggest the first part of the proposal be changed to:
