However, I don't think the problem is "If you have interoperability problems caused in the first place by the lack of testable requirements in a particular area, say layout, then you cannot possibly fix that by layering on even more nebulous requirements about violating consistency with the original vague requirements."

I think the problem is using configuration settings as a way to fix that for an implementation rather than declaring how a vagueness is dealt with and/or working with the ODF TC to fix it.

I am reminded that a certain implementer, who failed to figure out how to make tracked deletions work, decided that the problem could be handled using RDF, solving their problem and no one else's, and certainly not interoperably. 

I agree that we have in some sense asked for that, but I would not want to see that problem fixed with either RDF or configuration settings.
