I think there is merit to the comment.

However, I don't think it is necessary to make counterparts of manifest.rdf, since the concept doesn't appear to apply (and if it does, it can be introduced via an <rdf:RDF> directly).

Likewise, any external RDF documents are able to reference an <office:document> XML document and also refer to elements within it by existing means, including use of fragment identifiers that match ID attributes (normally xml:id attributes).  

It seems more useful to simply introduce <rdf:RDF> as a permissible element in choice of elements allowed in the <office:meta> element.

I see no reason to limit that to extended documents, since this is no more an extension than is the occurrence of a manifest.rdf and arbitrary RDF/XML files as separate parts of a Conforming OpenDocument Document using a Conforming OpenDocument Package.

Add a NOTE that specifies that, when the <office:meta> element is within a package (including an <office:document> within a package either in a separate package file or internal to an <office:body> element, for example), the interpretation of IRI References is subject to the provisions for resolution of references within packages.
