I'm fine with adding "There shall be enough bits in the value to satisfy the requirements of the specified algorithm.", but I'm not sure I understand what the other changes improve. I personally find "The initialization vector is a BASE64 encoded binary sequence." much more understandable, and are confused by the many "left-to.-right" and "left-adjusted" in your proposal. Aren't these details that are already specified by the BASE64 encoding itself? I further think the note is not required. They make provide a few explanations, but a standard is not a documentation.
