See my comment to OFFICE-2739: It is fine for my if we instead of "salt" say "cryptographically-random binary value (salt)", but for the other changes it is unclear to me what issue your proposal does correct and I find it more difficult to understand than what we have. I further think that the explanatory notes do not belong into a standard.
