It's implemented in Calligra and here is what I read from the code:

we draw the polygon on a unit circle, but then everything is scaled according to width and height. So yes we do allow width != height

the sharpness is "sort of the difference" between the convex and concave points. If it's 0 then there are no "teeth"
 inner radius is calculated like: m_radius[base] = m_radius[tip] * (100-percent)/100

so in the end we DO have an ellipse
