OFFICE-3740 manifest:version="1.2"

Hi,

this is about https://issues.oasis-open.org/browse/OFFICE-3740. I have 
not commented in the issue, because I cannot attach documents there.

The attached documents differ only in having the attribute 
manifest:version="1.2" in the <manifest:manifest> element or not. It is 
not about that attribute in the <manifest:file-entry> element.

My observations:
Microsoft Word 2010: Opens file "Manifest_without12.odt" without 
problems. For file "Manifest_with12.odt" an error message pops up.
This affects the preview in Windows Explorer (using Windows 7). The file 
"Manifest_without12.odt" is shown in the preview, but for file 
"Mainfest_with12.odt" a preview is not possible.

Perhaps someone can test a newer version of Microsoft Word and Windows?

SoftMaker Office Professional 2012 opens both files, but when I re-save 
them, the attribute manifest:version="1.2" is removed.

LibreOffice 5.2 and Apache OpenOffice 4.1.2 open both files, and when I 
re-save the files in mode ODF 1.2 (strict), the attribute 
manifest:version="1.2" is always written.
