since we have clarified that we want to keep the ODF-Next target, i 
created another dashboard for ODF-Next issues:

just like the ODF-1.4 one, it is just a copy of the ODF-1.3 one that 
Oliver-Rainer created years ago.

i set the permissions so that voting members should be able to edit it; 
i'm mostly clueless regarding JIRA's many features but if you want some 
additional widgets on there that you find useful just add them and set 
the corresponding saved filter (JIRA unfortunately sometimes has trouble 
finding it but typed in manually it also works).

i don't think a dashboard for ODF-Later makes sense because there's 
enough work in the higher priority targets for the near future.

note: if you "copy" an existing filter or dashboard, the permissions 
*won't* be copied so you have to manually share it to other members or 
they can't even view it.
