SLPF Public Review Comment: SLPF-5

A comment stating that the semantics associated with common command arguments should be documented in the language specification and simply referenced in the SLPF.  (Brule)

I created a Github issue number 23.  (https://github.com/oasis-tcs/openc2-apsc-stateless-packet-filter/issues issue number 23) 


I propose rewording of the SLPF to address these changes
