SLPF: Semantics for common arguments should be moved to language spec

The gist of the comment was that the details regarding common arguments should be documented in the language spec and simply referenced in the profiles. 
The justification for the comment was to encourage consistency of the semantics (across actuators) 
A github issue was created https://github.com/oasis-tcs/openc2-apsc-stateless-packet-filter/issues/22 
I attempted to resolve the comment with the following change:  https://github.com/oasis-tcs/openc2-apsc-stateless-packet-filter/pull/44 

Please note that this change needs to be discussed at the Language Spec level as well
If you object to the wording in the pull request, please provide your comments via email or via the github issue.  
Our ability to resolve this issue will require changes in the language specification as well, however barring any objections, I would like to report to the TC that the SC recommends this resolution
