Subject: Draft SBOM Actuator Profile

I added https://github.com/oasis-tcs/openc2-ap-sbom/blob/master/oc2sbom.md to
https://github.com/oasis-tcs/openc2-ap-sbom as an intial draft of the SBOM Actuator Profile Specification. It still needs work but I thought Iâd get an initial draft out there. Mainly it needs putting
the good work Dave Kemp did at
https://github.com/oasis-tcs/openc2-usecases/tree/master/Cybercom-Plugfest/TestData/sbom into the details of the spec. And then it needs boilerplate work like explaining what an SBOM is.
