Path for next WD of HTTPS Specification

IC-SC members,

The current plan for finalizing the next WD is:

• Approve the current pull request to apply changes driven by PR02 comment resolution
  https://github.com/oasis-tcs/openc2-impl-https/pull/85
  
• Work with the other specification editors to create an editorial clean-up PR for Section 1 consistency, and apply that
• Create a PR to update the WD version and document date
• Tag a release from GitHub as the next WD and upload that to Kavi for a CSD / PRD 3 ballot

Now is the time to review the PRD02 changes and raise any concerns.
