Spec: 1st PR done. Updates to the spec will require another PR. Waiting 
for TCs to be finished.
TA: complete, no PR yet, waiting for TCs to be finished.
TCs: 50% done

About 50% of the tests in the TC are yet to be written. The current 
challenge is finding a conformant implementation to run the tests against.

No compliant implementation exists right now to meet the exit criteria.

We need at least one compliant implementation to run/write the tests 
for. We'll also have to define and satisfy the exit criteria.
