Per my action item from the last TC call, I have added my use case to the
UseCaseSimplified page that Tatsuki created:

This use case I added is another OpenID use case which is a direct
complement to the first one Tatsuki posted (in which OpenID Providers (OPs)
need a reputation score for OpenID Relying Parties (RPs)). The use case I
posted is a widely discussed topic in the OpenID community: the case in
which RPs need the reputation of OPs so that every RP does not have to
maintain its own whitelist/blacklist of OPs.
