In further scanning of draft-sstc-doc-guidelines-02, I note that section 4 
"Document evolution model" is reasonably relevant, especially sections 4.1, 
4.3, and 4.4.  Section 4.2 in SSTC practice is long defunct, having gone the 
way of formal subcommittees (in the SSTC).
