Title: Lower Cost SC report August 2005

Our proposal for the survey was approved by the PKI SC and we are moving forward to get the contract with Stephen Wilson in place to begin work yet this year.  The survey will be performed in two phases--one in FY05 and the other in FY06.  The FY05 phase will concentrate on developing the survey and performing an initial round of interviews--the PKI TC will probably be guinea pigs for this effort.

Stephen is also working with the APKIF to see if they are interested in doing a joint survey with us.
