Each of the reviewed documents is self standing documents. Comments
given to capability level in earlier paper are also reflected in the
uploaded review documents. Rob suggested earlier that C019 could be a
"template" for new capabilities with respect to content and layout.
Maybe the review of C019 could be used as an example?

Is one of these reviews particularly typical of the issue raised by the
pilots in the earlier paper?  In order to really understand the concern,
it would be good to work from a single (or few) concrete example.
