Every identifier has a context and in STEP-land that's typically an 
organization. It's even true for the counterexample - Peterborough's 
assigning organization would be the UK gov't and the UK gov't identifier for 
Florence is different from the Italian gov't identifier for that same city so 
even geopolitical locations can need organization contexts. We went through 
this a lot in a 15926 project at Shell.

You can argue that in some cases the organization context is so broad that 
it's just extra baggage to exchange it though. A somewhat subjective decision 
there perhaps, but certainly not "unknown".
