I am slightly confued by the quote below. Regarding rules in DEXes there 
does not seem to be any disagreements, obviously there is a need for them.

On the other hand, the global rules where ruled out (after discussion) 
since it is hard to be sure that a rule realy is universally global for 
all possible uses of PLCS, and also dur to technical issues (there are 
currently no rules, so it is an unnecessary complexity to introduce them).

During the discussion last week I assumed that "rules" referred to 
Express rules in the PLCS schema. However, I may have misunderstood 
since the quote below appears to refer to a different set "rules", e.g. 
rules on how to design DEXes.

I would appreciate a clarification.
