Objective

The principal objective of this session will be to update the TC members on the progress of the DEX Publication Project, and to review the first three draft DEXs produced by the team.  The meeting will also offer the opportunity for the TC to provide guidance to the DEX project.    Other agenda items will be covered as time permits.

3.	Report from DEX Publication Project (Trine Hansen)
Action item 33/1: Members please respond to request for hours consumed (All)
	Workplan and progress (20071001_OASIS_PLCS_TC_face_to_face_mtg_v1.ppt)
	Trine Hansen reviewed the launch and history of the DEX Publication project that had been established in Huntsville, with the objective of publishing 4 DEX and completing the project infrastructure.  
	Lack of applied resources led to the project scope being reduced to 3 DEX in April 2007
	Continued shortfall of resources imply need to adjust timeline, or reduce scope
	Initial proposal for phased delivery, with the first phase omitting the Aviation Maintenance DEX and capabilities to maintain schedule - UK MoD had confirmed that the Aviation Maintenance DEX would be ready for supporting the Tornado ATTAC activity
	First phase will now deliver 3 DEX by end November, subject to availability of committed resources, and additional resources for updating 41 templates.  
	Second phase requires about 1800 hours of work to complete the capabilities

	TC members advised that generic and business DEX templates should be consistent, although it was recognised that some additional checks may be required on business DEX.
	The key task was to review and update the relevant templates
	Committed resources were required in the form of specific named individuals, ideally with some flexibility in allocation to tasks.

	These actions will be communicated by urgent message to the membership.

	Publication issues 
Action 9/12: Rob Bodington to compile sample of DEX format and run through OASIS for approval (Rob Bodington)
	We can put an OASIS cover sheet on a DEXLib snapshot and publish as an OASIS specification.  It is possible to add additional DEXs, but these will require a new version.  DEXLib extracts must be under configuration control. 
	An initial release has been developed, it is under review and will be sent to OASIS for comment

4.	Report of Technical Oversight Group (Tor Arne Irgens) 
	There had been little activity due to problems in synchronising timescales.
	Issue - inclusion of explanatory entities in templates
	TOG teleconference had resolved that the explanatory entities would be optional 
Action item 32/1: TOG Teleconference for resolving any outstanding issues (Tor Arne Irgens) (completed)
 
	Issue - requirements for update to PLCS standard
	TOG inquired of the status of a new edition for AP239.  The chair noted that the standard was currently scheduled for ISO systematic review toward the end of 2008 unless SC4 reviews earlier.  This would form a basis for launching an international project to handle the update.  
Action item 30/3: Develop and submit issues/SEDS to SC4 (Rob Bodington)
	Rob Bodington was submitting some SEDS issues, but there was no budgeted plan for creating a new edition or technical corrigendum.  It could be argued that the DEXes could be created against the published AP together with a set of approved SEDS resolutions.   Proposed changes to AP239 should be discussed at the SC4 Dallas meeting in order to get an agreed list of closed SEDS, noting that ninety percent of SEDS are related to select extensions only for AP239.  
	There was some concern over the potential impact of changes to modules proposed by the AP233 team, particularly in the area of Task - these should be reviewed in the AP233 CD ballot
	The new Risk module could also be incorporated under the systematic review.
	The TOG were also keen to initiate an Implementors Forum.

5.	Presentation of initial DEX for review
The first three DEX documents were presented for initial review, with the target of completion during November.
	Aviation Maintenance DEX
	Nigel Shaw reported that the original Aviation Maintenance DEX had been based on the requirement to provide a digital equivalent of the DEF Form 2410, for US Army helicopters.  
	The approach was being extended to support the UK MoD requirement for a common data delivery interface to industry from its LITS system.

A key challenge remains to harmonise the reference data, and to take the package of DEXs through the OASIS balloting procedure.  Further discussion under Item 8.

a)	Norwegian Deployment
	Funding for four year Norwegian PLCS implementation project looking good.  Will review requirements and look at other relevant standards.  Will hook them up with PLCS.  Candidate standards include S1000D, S3000M, S4000A, SCORM, AP233, etc.  Trying to cooperate with MIMOSA 
	Mapping PLCS to SAP 4.6.  Optimistic that by 2008 PLCS can be demonstrated to interact with SAP 2005.
	UID pilot for USMC assets based in Norway
	Some interaction with consignment tracking work under NATO AC/135

b)	LOGSA
	LOGSA confirmed that their resource reports were arriving, and noted some access issues related to DEXLib, which would be resolved

c)	UK MOD
	MOD was actively deploying the Logistics Coherence Information Architecture into new projects. 
	TLSS project establishing additional requirements for DEX such as Actual Asset Fault, plus guidance on DEX development 
	The new Carrier project would need DEX 1 and a business DEX based on DEX 8
d)	AIA Engineering Data Interoperability Project
	AIA Data Interoperability project will recommend that PLCS be used as the US aviation standard.  Potential use of PLCS for technical data packages (TDPs).  May also form the basis to create a PLCS DEX to supersede ISO 10303-232.  PLCS paper will be submitted to the AIA Technical Operations Council by the end of October
e)	Swedish activities
	ASD, AIA and ATA have now signed an agreement on joint development of S1000D.
	SLCM project to develop rules for handling product data in FMV (based on Share-a-space)
	FMV is planning to implement their Business DEX for Item of Supply Information - which had a potential link to the MoD TLSS work
	Saab, together with EPM Technology in Norway, is just launching a two year project which will implement the ability to exchange Product and Task data for the Gripen fighter aircraft using DEX 1 and 3.  Collaborating also with Airbus and Boeing for the civil sector
	S3000L planning meeting now set for 5-9 November in Clearwater
f)	US Army TACOM
	Presentation of results of HMMWV project

	EADS was working under the NOLITO project to deliver information from TeamCenter in PLCS format for the Eurofighter Typhoon.

	The Chair welcomed members to the teleconference, with a brief review of progress in the Face-to-Face meeting

o	Looked at requirements for updating AP239 in line with normal ISO review cycle
o	SEDS for AP239 not yet submitted but will only take a short time to submit
o	Need to look at AP233 modules during ballot for their effect on AP239

8.	Future plans
Members were invited to present their priority action items for future work.  After some discussions, the following areas were examined in detail as the basis of the future tasks for planning
	Completion of the outstanding templates
	41 templates require to be completed as part of the current task
	Standardisation of the first three DEX 
	Looked in detail at OASIS rules 
	accepting a CD by full majority (more than half of all Voting Members)
	launch of public review, by full majority, with option to recycle
	acceptance of Committee Specification by special majority (2/3 of all Voting members, with less than 25% against)
	Acceptance of OASIS standard - requires special majority to launch ballot, which requires at least 15% of all OASIS member organisations to vote positively
Action item 34/3: Review OASIS balloting process and advise on strategy for Voting Members (Secretariat)
	Future DEX development and harmonisation
	Based on a review of priorities and projects that were likely to contribute resources, the following DEX developments were highlighted.  The named individuals were requested to develop harmonised plans:

	Teleconference scheduled for Tuesday, November 27th at the usual time:  1500 UK, 1500 GMT, 1600 Europe, 1000 US Eastern Standard Time for 90 minutes
	Face-to-Face tentatively planned for March 10-11, 2008 in Washington, DC area
	Plan to set-up some sort of outreach event?
