PLCS TC: Approval of second CSD

There seem to be some insurmountable challenges in convening enough voting members on any specific day in the next few weeks to ballot on the new CSD and to release it for public review. 
I therefore confirmed with OASIS that we can execute the approvals by a 7-day email ballot. I hope to be able to launch that NLT Monday.
As you will have seen, the new documents have been loaded on the TC website already.
