[provision] Final Location Result of Upcoming PSTC F2F based on TCGroup Majo rity Consensus

As it is the COB today and the final deadline has been reached, 10/28/2002,
upon final notifications and updates, the next PSTC F2F has reached majority
consensus for November 19th and 20th in Redmond, Washington and to be hosted
by Microsoft.  Details to follow of location, travel suggestions, etc...
