As you know, SPML's Hal Lockhart is the Co-Chair of XACML.  They have just published their 1.0 spec.

SPML can leverage ideas from XACML.

 

In particular, I recommend reading the following sections:

-- Section 3 (Models)

-- Section 7 (Functional Requirements)

-- Section 4 (Examples)
